Belgium is a global partner on CBRN risk management and non-proliferation. In the area of biological security, Belgium has disbursed more than €60 million between 2022 and 2025 to support infectious disease control capacity building in Africa and Asia. The Institute of Tropical Medicine of Antwerp is a world-leading center for research, education, and clinical expertise. It partners globally to fight infectious diseases, strengthen health systems, and train professionals, making a lasting impact on outbreak response worldwide. Belgium supports the International Atomic Energy Agency (IAEA)’s Nuclear Security Training and Demonstration Centre, the world's first training center dedicated to strengthening nuclear security, including in the fight against nuclear terrorism. Belgium also supports the IAEA’s COMPASS initiative, which builds capacities for nuclear safeguards implementation and control of nuclear material. In the field of chemical security, Belgium shares its expertise in the safe dismantling of chemical weapons ordnance that continue to be discovered in the soil of the former battlegrounds more than a century after the First World War.

The Weapons Threat Reduction Program (WTRP) is Canada’s flagship contribution to the GP. Since the program’s establishment in 2002, Canada has delivered more than C$1.78 billion in programming to counter CBRN proliferation and terrorism threats. The WTRP supports a full spectrum of threat-reduction activities – from legislative and regulatory assistance, to prevention and detection capabilities, to forensics and incident response. It has an annual budget of C$78 million distributed across five portfolios: nuclear and radiological security, biological security, chemical security, CBRN cross-cutting issues, and conventional weapons treaty implementation. The WTRP has active projects in every region of the world.

Chile reaffirms its strong commitment to the international non-proliferation and disarmament framework. The country maintains comprehensive safeguards with the International Atomic Energy Agency and is a State Party to the Treaty on the Non-Proliferation of Nuclear Weapons, the Treaty of Tlatelolco, and the Treaty on the Prohibition of Nuclear Weapons. In the chemical security field, Chile has made voluntary contributions to the Organisation for the Prohibition of Chemical Weapons and, in 2024, co-hosted a Training-of-Trainers course in Santiago for customs and regulatory authorities on transfer controls under the Chemical Weapons Convention. Chile also partnered with the United Nations Office for Disarmament Affairs in 2024 to organize a regional workshop on strengthening the global norm against biological weapons. Through inter-agency coordination and ongoing implementation of UN Security Council Resolution 1540, Chile contributes to building national and regional capacities for the prevention, detection, and response to CBRN threats.

Finland

France has demonstrated a sustained and proactive commitment to international cooperation in countering chemical, biological, radiological and nuclear proliferation. Through long-term engagement, capacity building programs, multilateral and bilateral partnerships, France has consistently supported global security and resilience. This enduring investment reflects a strategic priority to prevent and respond to CBRN threats worldwide. In 2025, France reinforced this commitment with a dedicated budget of €274 million, demonstrating both scale and continuity of its efforts to strengthen international cooperation and safeguard global stability.

Georgia

The German Biosecurity Programme strengthens the implementation of the Biological and Toxin Weapons Convention (BTWC) and the operational readiness of the UN Secretary-General’s Mechanism for Investigation of Alleged Use of Chemical and Biological Weapons. It supports capacity building for biological preparedness and response. Germany places particular emphasis on assisting Ukraine with CBRN risk mitigation and civil protection in its defence against Russia’s war of aggression. In addition, Germany supports the Organisation for the Prohibition of Chemical Weapons in the verification and destruction of the Assad regime’s chemical weapons in Syria. Efforts to counter disinformation related to weapons of mass destruction and international cooperation on CBRN safety and security are also supported. The Global Health Protection Programme fosters international cooperation and assistance in line with Article X of the BTWC. Germany further supports programmes for disarmament, arms control, and non-proliferation research, as well as academic cooperation and student/lecturer exchanges in the life sciences and technical sciences.

Italy is actively engaged in efforts to counter CBRN threats in many regions of the world, including Ukraine, the Middle East, and Africa. In this context, Italy supports the activities of relevant international organisations operating in these regions, such as the United Nations, the International Atomic Energy Agency, and the Organisation for the Prohibition of Chemical Weapons, through financial and in-kind contributions.

With the conviction that a world without nuclear weapons cannot be achieved without nuclear non-proliferation, as stated in the 2023 G7 Leaders’ Hiroshima Vision on Nuclear Disarmament, Japan contributes to the objectives of the GP by supporting the implementation of UN Security Council Resolution 1540, promoting the Proliferation Security Initiative (PSI), and hosting the Asia Senior-level Talks on Non-Proliferation (ASTOP). Japan also focuses its efforts on capacity-building in areas targeted by the GP, working through specialized organizations such as the Integrated Support Center for Nuclear Nonproliferation, Security and Human Resource Development (ISCN) of the Japan Atomic Energy Agency (JAEA), and Japan International Cooperation Agency (JICA). Through these efforts, Japan has provided training for thousands of individuals from around the world.

Sweden has been a member of the GP since 2003. Participation is coordinated by the Ministry for Foreign Affairs, Department for Disarmament and Non-Proliferation, in close cooperation with the Swedish Radiation Safety Authority (SSM) and the Swedish Defence Research Agency (FOI). A large number of national authorities and agencies are supporting CBRN-related activities, and Sweden maintains a dedicated CBRN Defence Centre responsible for military defence against CBRN threats. Sweden also provides funding for a wide range of threat reduction initiatives, including the provision of expertise and technical assistance, for example in support of the United Nations Secretary General’s Mechanism to investigate alleged use of biological weapons. In addition, the Government of Sweden also provides extrabudgetary contributions to the Organisation for the Prohibition of Chemical Weapons and the International Atomic Energy Agency.

UK INTERNATIONAL BIOLOGICAL SECURITY PROGRAMME The International Biological Security Programme (IBSP) is the UK’s flagship overseas biosecurity threat reduction programme. It aims to minimise the risks of biological weapons being acquired and developed and is a key delivery mechanism of the UK’s Biological Security Strategy (BSS). The IBSP is one of the UK’s primary contributions to the GP. The IBSP’s fundamental priorities include supporting targeted projects which directly improve high consequence pathogen security, promote security best-practice in line with obligations under the Biological and Toxin Weapons Convention (BTWC), and strengthen disease diagnostics and surveillance capabilities in vulnerable regions. When appropriate, the IBSP can also deliver chemical security and cross-cutting CBRN threat reduction projects. The IBSP delivers projects globally, with a current focus on Africa, Central Asia, and the Middle East. The IBSP works directly with several GP member states and world-leading implementers. UK GLOBAL NUCLEAR SECURITY PROGRAMME The UK’s Global Nuclear Security Programme (GNSP) provides support and assistance to countries to improve the security of nuclear and radiological material. The programme has been supporting GP objectives since 2002 and has delivered over £400 millon in programming to date. The GNSP focuses assistance on the physical protection of materials at sites and in transport, strengthening security culture, including addressing issues such as insider threats and cyber security risks, and countering the illicit movement of materials within and across borders. UK COUNTER PROLIFERATION FUND The UK Counter Proliferation Programme (CPF) is the government’s dedicated fund for tackling the most acute proliferation threats. It supports international efforts to prevent the spread of CBRN weapons, advanced conventional arms, and related technologies. In the 2025-2026 financial year, the CPF focused on strengthening counter-proliferation norms and treaties, improving states’ adherence to and implementation of international security regimes, and increasing threat reduction efforts. Projects build partner capacity to detect and disrupt illicit procurement networks, promote compliance with agreements such as the Chemical Weapons Convention, BTWC, and Non-Proliferation Treaty, and address risks from emerging and disruptive technologies. As part of the UK’s contribution to the GP, the Counter Proliferation and Arms Control Centre (CPACC) works with governments, international organisations, and specialist implementers to deliver practical impact worldwide.
