Innovation for Mitigating Proliferation & Countering Threats of WMD
(IMPACT WMD)
Operating Model
IMPACT WMD operates through collaborative teams and short iterative sprints to identify threats, technology-based opportunities, solutions and external partners/initiatives that can support the GP’s WMD threat reduction mandate. It will operate as an 18-month pilot (starting in spring 2026) focusing on three main work streams:
1. Shared Principles and Language
Build a common vocabulary to bridge the distinct languages of GP members and the technology community.
2. Horizon Scanning and Scenario Modelling
Map WMD-RT trends and advances and identify the most significant WMD-RT risks and opportunities through scenario-based exercises.
3. Technology Sprints
Sprints serve as the accelerator for IMPACT WMD by creating the space to explore technology, refine GP user stories and conceptualize pilot projects on WMD-RT. These pilots can augment and optimize existing systems for CBRN prevention, detection, verification and response.
In support of priorities identified in the GP’s CBRNWG Deliverables, Innovation for Mitigating Proliferation and Countering Threats of WMD (IMPACT WMD) is an agile mechanism under the CBRN Working Group (CBRNWG) that brings together GP members, technologists, industry, and international partners to address the benefits and risks of WMD-Relevant Technologies (WMD-RT).

Rapid advances in technologies such as Artificial Intelligence (AI), quantum sensing, synthetic biology, and uncrewed aircraft systems (UAS) are re-shaping the WMD non-proliferation landscape. These WMD Relevant Technologies have the potential to increase the speed and complexity of CBRN threats, but may also offer new opportunities to strengthen prevention, detection and response.
